The National Highway Authority (NHA) intends to engage a “Legal Individual Consultant” to provide legal assistance and expert PPP advice to the Public-Private-Partnership (PPP) Cell, NHA from time to time in relation to the discharge of its Functions. The consultant shall possess vast experience in dealing with PPP/BOT projects. Proposals are invited from reputable lawyers having relevant experience as mentioned in the Request for Proposal (RFP) Document.

Interested individuals may download the RFP document from the NHA website i.e. (www.nha.gov.pk) free of cost or the same can be purchased from the office of General Manager (P&CA), NHA-HQ, Islamabad during working hours and working days at the written request of the firm’s letter head accompanied with pay order/ demand draft amounting to Rs.1,000/- (Non-Refundable) in favor of National Highway Authority. A Pre-Proposal Conference will be held on February 10, 2022 (Thursday) at 1100 Hours in the NHA Auditorium (HQ) Islamabad. Due to COVID-19, only one authorized representative will attend the pre-proposal meeting as well as the proposal opening event. Bidding will be carried out by adopting the “Single Stage Two Envelopes” procedure. The Proposals complete in all respects, in accordance with the instructions provided in the RFP document, in sealed envelopes should reach on or before February 21, 2022 (Thursday) till 1130 hours in NHA Auditorium, 27-Mauve Area, G-9/ 1, Islamabad and be clearly marked “Consultancy Services for Hiring of Legal Individual Consultant for PPP Project (Kharian-Rawalpindi Motorway)”.
The lawyers are required to submit their bids strictly in accordance with Instructions to Bidders, Bidding Data Sheet of Bidding/Tender Document, and NIT. Proposals must be prepared in hard book binding form to deny the possibility of addition or removal of the page(s). The Technical Proposals shall be opened on the same day at 1200 Hours, whereas the Financial Proposals of the Technically Qualified Individual Consultants shall be opened after finalization of technical evaluation. Other details are provided in the RFP. All the Applicable Federal, Provincial & Local taxes must be considered while preparing the financial proposals. All these taxes except GST are required to be built-in in the quoted rates and not be mentioned separately. The lawyers providing unsubstantiated and/or incorrect information are liable to legal action and/or disqualification.
