National Logistics Cell (NLC) requires the services of an enthusiastic and highly enterprising professional to join our team as Information Communication Technology (ICT) & Security Contract Monitoring Officer. to be located at Headquarter Engineers NLC, Sowan Camp, Rawalpindi with frequent visits/moves to Peshawar I Chaman (KPK I Baluchistan) on retainer ship basis. The core responsibility of the position holder is to coordinate with NLC’s Project Directorates / Directors and Headquarter Engineers to develop, monitor, and execute security and ICT equipment procurement contract and plan its implementation on the Torkham and Chaman Border Crossing Points (BCPs) projects. Positions Vacant:
1. Information Communication Technology (ICT) & Security Contract Monitoring Officer
Qualification & Experience: Master / Bachelor degree along with Diploma in Contract Management and Supply Chain having requisite experience in high-level procurement field with sound knowledge especially related to Engineer’s / IT equipment.
Duties: Monitor Security and ICT equipment contract for its execution both at Torkham and Chaman. To ensure timely receipt of materials and IT equipment’s status reports and monitor progress against security and ICT contract(s) or any other assigned procurement-related task. Participating (whenever asked) in bid(s) proposal(s) opening sessions, their evaluations while ensuring that appropriate SOP’s are being followed to arrive at the recommendations against any procurement. Develop appropriate procedures, controls, and rules by the end of Apr 2021 to implement best practices in the procurement processes related to the projects. Participating and assisting staff in procurement audits and reviews of the projects related to the contract scope. To assist in dealing with claims, bid challenges, and litigations relating to the assigned contract(s) and procurement(s), etc. To extend necessary guidance and thematic support to the stakeholders for organizing various procurements while: -a. Arranging venue and the timings of bid opening, evaluations with evaluation board/panel members for any assigned procurement. b. Assisting Headquarters Engineers NLC (whenever assigned) for necessary bid evaluation packages.
