Positions Announced:
1. Institutional Strengthening Specialist
16 years of education preferably in public administration, governance, international development, or a related field. A master’s degree is preferred. 10 years of experience in institutional strengthening, capacity building, or governance-related roles, preferably in the context of local government or public administration. Experience working in multilateral projects is a plus. Sound knowledge of best practices in governance, policy development, and institutional strengthening. Familiarity with the conditions and requirements for accessing grants and funding for local councils. Strong facilitation, training, and coaching skills to effectively transfer knowledge and build the capacity of local council staff Excellent communication skills, both written and verbal, with the ability to prepare clear and concise reports and deliver presentations point fluency in Sindhi will given additional weightage. Proficiency in using relevant computer software and tools for data analysis, reporting, and presentation. Knowledge of local governance systems, decentralization processes, and local government structures would be an asset.
2. Contract Management & Procurement Specialist
Master’s Degree (at least sixteen years of education) in Business Management / Engineering/ Economics / Finance! Social Sciences. Degree in Procurement Management, / Project Management / Supply Chain would be accorded more weightage. The candidate has procurement-related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, and Certified Professional in Supply Management (CPSM) from ISM. USA or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or equivalent shall be preferred. Ten (10) years of documentary verifiable experience in procurement goods, works, & consulting services) with the sub-national/national/international agencies in procurement. Hands-on experience on the Standard Procurement documents Experience or managing contracts and ensuring timely delivery from contractors Excellent written and oral communication skills, in both English and Urdu, to develop and process complex technical documents, reports, papers, and recommendations.
