Positions Announced:
1. Individual Consultant
Master’s degree in a relevant discipline (education, economics, finance, policy, other relevant social science degrees) At least 10 years of relevant working experience. Demonstrated experience advising diverse clients (ministries, government departments, private sector participants) in the education sector, with a strong preference for candidates who have experience with student and teacher assessments and institutional strengthening. Strong writing and analytical skills, with a proven ability to conceptualize and provide intellectual input into institutional reform. Ability to effectively communicate and coordinate with many stakeholders toward the achievement of targets and production of high-quality outputs. Excellent interpersonal skills, teamwork, and communication skills. Ability to work independently with minimal supervision, and willingness to travel. Excellent written and verbal communication in English.

The Elementary & Secondary Education Department invites qualified individual consultants to express their interest in providing the aforementioned service. Interested individual consultants must provide: • A letter of expression of interest, providing information demonstrating ability, skills, and experience to undertake an advertised assignment and deliver inputs/outputs required under the TOR. • A detailed, dated, and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks including Educational & Experience Certificates. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14. 3.16 and 3.17 of the World Bank’s “Procurement Regulation for IPF Borrowers” July 2016 ( revised November 2017, August 2018, and November 2020] (“Procurement Regulations”), setting forth the World Bank’s Policy on conflict of interest.
