Up-gradation of ML-I is one of the strategic projects envisaged under the China Pakistan Economic Corridor (CPEC). To expedite implementation of this project and for overall coordination or China Pakistan Economic Corridor project activities, a Project “China Pakistan Economic Corridor Support Project (CPECSP)” at the Ministry of Railways was established. The main objective of the project is to establish/strengthen Project Management Cell (PMC) in the Ministry of Railways, Islamabad, and Project Implementation Unit (PIU) at Lahore. Positions Vacant:
1. Financial Analyst (MP – II Scale)
Qualification / Experience / Skills required: Ph.D. in Finance or Economics with 10 years post qualification professional experience in the relevant field.
OR
Chartered Accountant or CMA or ACCA or MBA in Finance or MSc Economics with 14 years’ post-qualification experience in the relevant field Min 40 years. Max 62 years (to be calculated as on the closing date of submission of applications) Financial analysis and preparation, updating and revision of the financial models of the project. Economic analysis and preparation updating and revision of the economic models of the project. Project appraisals. Establishing mechanisms for financial reporting in the project. Monitoring of funds allocated, required, and disbursed for the project during construction and managing cost overrun (if any) Development, strengthening, and implementation of internal financial controls. Advising/informing the senior management about any action required as a result of the financial monitoring exercise. Negotiation of project finance facility with finance providers.
2. Contract Management / Legal Specialist MP-II Scale
Qualification / Experience / Skills required: Ph.D. in Engineering or Law with 10 years post qualification professional experience in Contract Management / Legal matters.
OR
Masters in Engineering or Law with 14 years post qualification experience in Contract Management / Legal matters. Min 40 years. Max 62 years (to be calculated as on the closing date of submission of applications) Preparation of bidding documents. pre-qualification documents, contract agreements. EOls, RFPs, etc. Evaluation of bids, RFPs; EOls etc. Administer the contract during execution. Handling the claims of the contractors during execution. Dispute resolution management. Handling arbitration and legal matters.
