Positions Announced:
1. Project Manager
A graduate degree (16 years of education) in project management, civil engineering, education, infrastructure, economics, public administration, or other relevant discipline is required. An advanced degree or demonstrated knowledge and experience of working with the Government of Sindh (GOS) and ADB’s procurement, financial management, safeguards procedures, regulations, and guidelines would have an added advantage. Proficiency in oral and written English and computer skills are essential. The candidate essentially has visible leadership qualities while communicating clearly (face-to-face and in writing), conflict resolution, team-building, motivating the team to communicate and collaborate, and boosting their morale, which are essential tasks that the project manager would be doing. Detailed Task: The project manager, preferably 10 or more years of direct professional experience in managing infrastructure, construction-related projects, and programs, ideally in education and social sectors financed by bilateral, multi-lateral development banks (MDBs), NGOs, or international financial institutions. Experience working abroad on international projects would be an added advantage. The project manager will perform the following functions, duties, and tasks: • Assist the Project Director in providing leadership, guidance and support to the PIU staff to enable them to perform their functions and duties effectively; • Assist the SELD as Executing Agency and the Project Director in setting up the proper project management systems, in accordance with GOS and ADB Guidelines, rules, and regulations; • Manage day to day functions and activities of the PIU to ensure that there are no delays in carrying out PIU’s responsibilities to meet requirements and expectations of clients and stakeholder (i.e. implementing partner, Project Steering Committee, executing agency, suppliers, contractors, and ADB; • Prepare the project implementation plan including timelines for various activities and monitor the progress and activities on a regular basis and provide technical guidance to the consultants and contractors on technical matters; • Assist the Project Director in the preparation of quarterly progress report and annual report including financial statements and technical components which will be prepared by the consultant team, committees, working groups, etc. for submission to ADB; • Coordinate activities of consultants or contractors or specialists who may be hired or assigned specialized functions such as implementation, monitoring, and reporting on the actions taken on Gender Action Plan, initial environmental examination, and other similar activities required under the project; and • Perform other duties and tasks as may be reasonably requested or assigned by the Project Director and the SELD as Executing agency.
